Open Letter from the Chair of Thornbury Chamber of Commerce to the Leader of South Gloucestershire Council about the proposed Car Parking Charges in Thornbury

Dear Councillor Tyrrell,

We write in response to the online article published on the South Gloucestershire Newsroom page, dated the 12 November 2024; ‘Amendments made to proposals for off-street parking charges scheme following valuable stakeholder engagement’

It should be noted that Thornbury Chamber of Commerce, and its members, remain diametrically opposed to the introduction of pay parking within the town, and are deeply concerned about the irreversible damage it will cause to businesses, retailers and other service providers.

Furthermore, we are very worried about the additional financial burden these charges will place on those working in the town.

Notwithstanding the above paragraph and having reviewed the details of the amendments within the Newsroom article, we feel that the charging structure proposed will lead to confusion, with drivers using the long stay parking for the beneficial stay/cost ratio above that of the short stay provision.

This will mean those working full-time will be denied the use of long stay parking.

Reluctantly, we suggest that at least two hours free parking should be provided within all short stay parking (not just 10%), with a cost of £2.00 for three hours and £3.00 for four hours. This will bring costs in line with the stated long stay parking costs.

We are also confused, and worried about the comments made by Cllr Sean Rhodes within the article.

Specifically, we refute the statement that ‘people expect to pay to park almost everywhere else in the country’ as he fails to recognise the close proximity (within ten miles) of three other major retail centres in the county, all of which offer free parking.

It is plainly reckless for the local authority to drive the trade away from Thornbury to these other locations.

We understand that Council faces a number of fiscal challenges, but it is unconscionable for them to mortgage the town's future to mitigate them.

Cllr Rhodes also seems to be unaware that Thornbury Town Centre already provides important services to the community, in particular healthcare needs. The NHS has premises within it, as do a number of other providers such as dentists, opticians and others.

If these services are driven away, people will be disadvantaged significantly through increased travel costs amidst a shrinking public transport provision.

Finally, we would challenge the councillor’s assertion that the ‘final scheme does not have any negative impacts on local communities’ and invite him to share his research and provide evidence to verify this position.

The potential failure of businesses may lead to a reduction in the business rate collected by the Council and if consumers choose not to use the car parks, then the local authority’s huge capital investment in infrastructure will not generate the ambitious income they have predicted.

Thornbury Chamber of Commerce is responding to the announcement by South Gloucestershire Council (SGC) of how it will implement the introduction of car parking charges in its car parks in Thornbury next year.

The Chamber became aware of the plans on 1 October, with local residents angrily posting on social media about the plans. Chamber members have already posted their response to the Town Council's statement on the parking plan.

The Chamber strongly opposes SGC's current plans to introduce car parking charges in the town, which fail to account for the serious detrimental impact on our local economy.

Thornbury businesses are already facing immense challenges and the proposed additional cost of possibly over £1,000 per staff member per year is simply unsustainable. This added financial strain will place many businesses in an untenable position, especially when they are only just beginning to recover from the high street pedestrianisation — a decision strongly opposed by the community, yet implemented regardless.

Moreover, these parking charges will worsen ongoing issues such as off-street parking incidents, forcing more vehicles into residential areas and creating congestion and safety concerns. The additional burden on Avon and Somerset Police to enforce parking regulations will further stretch already limited resources. This is an avoidable strain that will negatively impact both businesses and residents.

Thornbury Chamber of Commerce previously set out its views on the proposals following extensive research with its members and local residents, as well as lengthy meetings with Claire Young, then Leader of SGC, who assured the Chamber of Commerce that Thornbury would be treated as an individual case. The proposals now outlined, fail to consider the unique challenges we continue to face in the town.

SGC is instead proposing changes that will drive away customers, deter staff and threaten the survival of local enterprises.

The Council’s lack of meaningful consultation, to which we are still awaiting a response, with our community and disregard for the long-term consequences of these charges is deeply troubling.

We urge the Council to reconsider this proposal before it causes irreversible damage to Thornbury’s economy and the livelihood of its residents.

It is testament to the fact that the Thornbury Chamber of Commerce is a long established organisation that one of its founder members, Mr Dick Shipp, could only give a rough date to its first meeting being somewhere between the late 1950s and early 1960s.

Originally meetings were held in the Church Institute building, and then around the town on a rota basis, as now.

This gives members the chance to sample different conference facilities in and around Thornbury and the hosting members the opportunity to promote their business.

Meetings allow members an opportunity to discuss and influence the direction of business in Thornbury.

So, take the time to get involved and join the Thornbury Chamber of Commerce - it's part of Thornbury's history.
