South Gloucestershire Council have launched a public consultation on changes to Thornbury High Street to help keep everyone safe as we continue to ease out of lockdown restrictions.
The six-month consultation will give residents, businesses and groups in the town the opportunity to have their say on the trial pedestrianisation of the high street which was introduced on 6 June.
This was done using temporary bollards with support from a security company to ensure pedestrian safety, allowing pedestrians to use the road and footway to socially distance when walking and queuing. We also relaxed our licensing regulations to make it easier for pubs, cafes and restaurants to install outside seating areas.
We extended the closure using the Emergency Traffic Order to the maximum length of 42 days which expired on Friday 17 July.
During this initial closure period we have listened to the views of residents and organisations on how the emergency changes were working. Where necessary we have made changes, for example allowing delivery vehicles to enter through a three-metre gap in the soft closure using a one-way system to aid the shops in receiving their deliveries and enable access to properties.
The pedestrian and cycle zone were extended further south, near the junction with Chapel Street to accommodate a wider footway and seating outside the Maltings Public House. The speed limit on the non-pedestrianised section of the high street has been reduced to 20mph to ensure the safety of pedestrians and cyclists.
From 21 July we will continue with the pedestrianisation of Thornbury High Street using an Experimental Traffic Order and start consulting on whether these, or other changes may work in the long term. We want to hear from different groups to tell us how these changes affect them and how they want the high street to work in the future.
The changes to the high street could unlock opportunities for regular markets, historic and cultural events, food stalls, outdoor seating areas, more attractive green spaces, children’s play areas and improved facilities for cyclists. The high street could be used all year round to create a safe, vibrant environment for shopping, social activities and events, attracting visitors and increasing trade for local businesses. We want to take this chance to hear what you would like Thornbury High Street to be like in the future.
Comments must be sent to us in writing after the measures are in place, and should preferably be submitted using the online questionnaire which will be available on the consultation page until 31 January 2021 (although email and letter responses will also be accepted).

We continue to struggle to get the council to listen to any of our suggestions. They have now amended the High Street to close it at the entrance to Chapel Street, with the section between Chapel Street and the Close remaining 2 way albeit with a single track, as they have closed one side of the road to allow the pavement to be used for extra outside seating.

The traffic signs regarding the road closure are at best confusing. They have installed 3 disabled bays at the top of the street but if there is no room in the disabled bays or you have made a mistake as you didn’t realise which bit of the road was closed, you are left trying to do a U turn in a very tight area and having to reverse into The Close, which is also the entrance most of the children use for the Mundy Playing fields.
Larger lorries have no option but to go through the no entry as they do not have enough room to turn.
Nowhere on the route into town, on any of the incoming roads does it tell you that deliveries to the High Street are one way only, so anyone who has delivered previously would think they can drive into the top end for this purpose. People have also commented to say that now the bus doesn’t stop in the High Street it makes visiting the Town more difficult.
Also cyclists are ignoring the no entry sign and cycling at speed down the High Street, and then in most cases not stopping to buy anything just using it as a shortcut through the town. This is leaving pedestrians very vulnerable to being run down.
Most people are still walking along the pavements as there is no problem with social distancing, in fact the High Street is somewhat deserted most of the time.

Christine Stone of Hawkins says: "The closure of the High Street has instantly transformed Thornbury from a busy thriving town into a lifeless, soulless empty space. Despite more businesses opening up, the footfall has reduced dramatically. 9O% of our customers are totally against the full closure and hate what is happening and how the Council did not consult anyone and still do not seem prepared to listen. I listen to my customers, and that is the reason I'm so concerned about what is happening to the High Street."
Jackie Riddiford: "Our trade is still down approx. 30%, we found it a little better on Saturdays but you cannot keep a business going on one day a week."
Jean Owen from T & J Owen: "Thornbury is advertised as a "Historic Market Town", the closure is taking this attraction away completely. If this continues, some shops will be closed and empty in less than 6 months' time."
Tina Stephens at LoubyLou Yarns: "I still haven't had any customers in who say it's a good idea. I had a lady in yesterday who said she was wary of the cyclists coming down the road. I looked up the high street at about 1pm and saw three people. I've lived here since 1968 and never seen it looking so sad."

No conditions, no restrictions, no minimum loans, just free advice.
It's a permanent thing so those who may have mortgages fixed for another year or two don't miss out!
John is also trying to support some of our local charities and is having posters put up in local hospitals to help support Made A Mark. Any NHS staff who see the poster at work will get free advice and John will donate £50 to Made A Mark for each mortgage that completes.
John says: "Many small charities are really struggling at the moment as they have had to cancel fund raising activities and are still trying to provide essential services with greatly reduced funding.
It is amazing all the wonderful work people have done raising money for the NHS charities but some of the smaller charities also provide essential support and have been hit hard by this.

The Chamber has spent considerable time putting together a shoppers guide and map for Thornbury High Street, St Mary Centre and the surrounding streets.
The high quality map has been hand drawn by Richard Edwards of Surroundings in Thornbury.
The map and guide shows the location of many of the local businesses and retail outlets in the town and is aimed at visitors to the local area. It also gives an indication of key events are organised annually in the town.
On the back you'll find adverts from shops and businesses that have contributed towards the cost of the guide, which is free to shoppers.
The map has been distributed to local outlets and to surrounding hotels, the aim being to ensure visitors to the surrounding area are made aware of the beautiful town on their doorstep. Anyone who would be interested in stocking some maps to give out to visitors please contact the Chamber.

The St Mary Centre was built in 1984 and has since been the main focus for retailing in the town.

It is testament to the fact that the Thornbury Chamber of Commerce is a long established organisation that one of its founder members, Mr Dick Shipp, can only give a rough date to its first meeting being somewhere between the late 1950s and early 1960s.
Originally meetings were held in the Church Institute building, and then around the town on a rota basis, as now. This gives members the chance to sample different conference facilities in and around Thornbury and the hosting members the opportunity to promote their business.
Meetings are now held bi-monthly and continue to give members an opportunity to discuss and influence the direction of business in Thornbury - So take the time to get involved and join the Thornbury Chamber of Commerce - it's part of Thornbury's history.

At Tockington Manor School and Nursery we are still providing care for our key worker children. Our teachers are also delivering a mix of live video lessons, filmed lessons, google classroom and emailed work for all of our pupils to complete at home.

Brain Tumour Support’s aim is that no-one feels alone when facing the effects of a brain tumour diagnosis. The charity’s dedicated to being there for patients, carers, friends and families following a brain tumour diagnosis.
They offer an individualised support service which provides specialist information, practical guidance, emotional support, help coping with bereavement and much more.
Crucially, help is there for as long as it is needed, and that can often be years.
